Recommended the establishment of a gold standard for India with a gold currency and a fixed gold parity, and the creation of a gold reserve in London out of the profits of coinage. Its appendices (Financial and Statistical Tables, Appendix II) carry the Home Charges, sterling debt, exchange and bullion tables used in this file.
