Industries Minister George Fernandes enforced FERA dilution (Coca-Cola left 1977-08

IBM announced its exit 1977-78). The Industrial Policy Statement of 1977-12-23 expanded reservations for small-scale industry to about 800 items. The import liberalisation of 1978 (Alexander Committee) falls after this decade.

What I could document is only: (a) two London bank accounts held by Bofors middleman Ottavio Quattrocchi (€3 mn and US$1 mn), frozen and then released by the UK authorities, with about ₹21 crore (US$4.6 mn) withdrawn before the freeze, i.e. London as a venue for the proceeds of an Indian defence contract, not as an author of trade terms; and (b) no documentary evidence opened by me of sterling-area or City conditionality attached to India's 1980–81 borrowing. The conditionality that is documented ran through the IMF (Washington), not London. Contrast the 1949 and 1966 sterling devaluations and the 1991 episode, which belong to other slices
